Title

Ethical Management of Elite Recruitment in Iranian public Organizations

Abstract

 Background Despite the importance of recruiting elites, less attention has been paid to government agencies. The purpose of this study is to present a model of elite recruitment in government agencies based on ethics and specific cultural contexts of Iranian society. Method The current research was among qualitative research. The statistical population consisted of public administration experts and human resources experts of Iranian governmental organizations who were selected using cluster sampling method (60 persons were selected for questionnaire and 45 for research conditions). Data were collected using questionnaires and interviews. Delphi analysis and coding in GAMS software were used to analyze the data and determine the effectiveness of the model. Results According to the findings, the optimal limit of the model's dimensions was increased in the optimal condition compared to the existing one. In terms of effective factor analysis and competitor analysis, this increase is approximately 20% and for other dimensions (competency definition and formulation of absorption tools) approximately 33%. Conclusion The results showed that there is a significant difference between the status quo and the status quo. One of the most important reasons for this is the Cultural barriers to the recruitment process. Removing these barriers is one of the essential requirements for model optimization.
