MEASURING EQUITY IN THE DISTRIBUTION OF PHYSICAL AND HUMAN RESOURCES IN HEALTH SECTOR AMONG THE CITIES OF LORESTAN PROVINCE (2006-2014)

Abstract

 Introduction: InEQUITY in access to health care facilities in one area could result in misdistribution of these resources. The aim of this study was to measure EQUITY in distribution of physical and human resources in health sector among the cities of Loresta Province.Method: This survey is an analytical and descriptive study. Measuring inEQUITY in distribution of resources and health care facilities was carried out by factors such as number of physicians (general, specialist), dentists, pharmacies, hospital beds, laboratories, radiation medicine centers, paramedics, and health houses. The Data were collected from the province’s statistical yearbook, and, to measure the distribution of health resources GINI COEFFICIENT, Gaswirth and DISSIMILARITY INDEXes were used. Data were analyzed using DASP and Stata12 soft wares.Results: It was showed that the highest and the lowest GINI COEFFICIENTs and GASWIRTH INDEXes were related to hospital beds (0.51-3.02) and health houses (0.17-0.49), respectively. Also the highest value for DISSIMILARITY INDEX was related to specialist (2006, 2007) and hospital beds (Other periods of study) while the paramedics had the lowest value for DISSIMILARITY INDEX. Also distribution trends of resources showed that specialists, laboratories and health houses had a decreasing trend and other resources had an increasing trend during the period.Conclusion: The findings revealed misdistribution of health resources in this province. Therefore, it is recommended that current situation be corrected with appropriate redistributive policies, and the first priority of resource allocation be given to less developed regions.
