Abstract

Background & Objective: Non ـgovernmental organizations (NGOs) or non ـgovernmental arrangements are sometimes new form of organs and providing services to some certain groups. Sometimes, these organs are abused by opportunist groups, track off their major objectives, and as a result become origin of some threats. Therefore, information dominance of organizations in charge of security and order establishment over these arrangements is of high significance. The present research aims at reviewing factors contributing to information dominance of intelligence police and public security over non ـgovernment organizations of HAMADAN in 2008.Method: The present research is of applied type in terms of objective and correlation In terms of method. Statistical population includes intelligence experts of intelligence and public security of HAMADAN province in which 110 one were selected through stratified random sampling method. Reliability and validity of the too approved by experts (a= 0.89). Correlation, regression and Friedman tests were used for analyzing data.Findings: Three factors: permit issuance, for activities of HAMADAN NGOs by HAMADAN Province Police Command’s intelligence police, using intelligence sources, and using visible methods of information collection came out to be effective in INTELLIGENCE DOMINANCE over NGOs of HAMADAN. It also came out that plurality in organs issuing the relevant permit has negative impact on INTELLIGENCE DOMINANCE.Conclusion: To achieve INTELLIGENCE DOMINANCE over NGOs full attention should be paid to activity permit issuance by police, using information resources, and visible way of collecting information while taking into consideration their priorities. Finally, the present research recommends that activity permit issuance should be in hands of single organ, rather than plurality in organs issuing the permit.
