Abstract

The purpose of this paper is to gain an understanding of the plans of control and decrease of UNEMPLOYMENT as a social phenomenon in the Third Programmed of ECONOMICal, Social and Cultural Development and also to know the role of SOCIAL WORK in welfare procurement. Control and decrease of social problems need a complete knowledge of their different aspects. Thus proposing any suggestion to solve such problems should be based on this knowledge. With this in mind, in the present desk-work study, the concepts related to UNEMPLOYMENT in Iran are presented and defined first in order to give a clear image of this social problem. This research is done based on the UNEMPLOYMENT condition in the time of the execution of the Third Programmed of ECONOMICal, Social and Cultural Development. On the basis of the collected data and with the knowledge of the changes of UNEMPLOYMENT rate the efficiency of the suggested solutions in the Third Programmed has been analyzed. The results of this study help us to make use of UNEMPLOYMENT theories in removing the defects of these plans and policies. The results show that due to lack of enough knowledge of UNEMPLOYMENT condition, plans fighting this social problem are not successful.
