Abstract

Islamic Culture and Relations Organization (ICRO) was founded in 1374 to manage cultural affairs abroad. In its early stages, it was supposed to centralize all foreign cultural affairs in order to improve efficiency, but later on the dream was not actualized. Taking lots of the causes for such failure into account, in this study we interview the ICRO dignitaries and refer to the existing documents to explore the issue from a structural point of view. We try to answer the question of how much the Structural and Contextual dimensiond of ICRO conforms to its goals and ideals. To improve its activities structurally, ICRO must lessen its monopoly, use cultural and invironmental strategy, and implement and organic structure. In addition, enhancement of its HR’s knowledge, insight and beliefs could also be an important factor for achieving sublime ideals by ICRO.
