Abstract

Threats-Opportunities-Weakness-Strengths Matrix Technique or SWOT can identify internal and external status of an organization. But it is not able to provide us with an appropriate analysis of the importance of the factor factors that have been identified. Consequently, SWOT analysis doesn’t work at measurement and evaluation stage. In this paper, SWOT analysis process to quantify the relationship between strategic factors stated. The algorithm presented in this paper, the analysis process can be network or ANP uses the dependence among strategic factors based on the independence among the measured. And also that ENTROPY can be used to determine the weight of each factor. In this article, firstly, ENTROPY method has been elaborated and ANP approach has been dealt with and usage of each of them in evaluating and prioritizing all the internal and external factors of strategic planning has been discussed. At the end, the implementation of this method at hospital’s industry level has been stated accordingly.
