Abstract

Background: Identification the appropriate variables and determine the priorities and their relationships to design PERFORMANCE management model at the state level (according to importance in public administration) is very important. So variables envisaged in this article are very helpful in this regard.Objective: The main purpose of this article enumerating variables affecting the design and rating of PERFORMANCE management at the state level and the relationship between them is Which is in the form of three questions to study.Methods: In this study, a mixed of research methods have been used, so that, in the first stage of PERFORMANCE management approaches and models were evaluated using qualitative content analysis, content extracted from the scientific literature in the form of three levels: "strategic", "organization" and "employees" were coded and categorized. In the second stage 27's variables inferred, in the form of a questionnaire among a sample of 132 people adjusted by using Morgan at experts of Planning system, among 210 people were chosen, distributed and collected data were analyzed using LISREL software.Findings: The results indicate that, the variables related to PERFORMANCE management at the strategic level, two variables of "strategic objectives" and "improve PERFORMANCE", with the same average rating 8.24 as the first two variables, the organization, two variables, "output" and "operational objectives" 6.97 and 5.92 respectively with average rating in the first and second rows and two variable-level staff, "PERFORMANCE" and "operational objectives" with average rating 6.42 and 5.99 respectively in the first and second row respectively. Relations are confirmed. Also, given that all factor loadings greater than 0.5 were obtained in standard mode, so none of the relationships have not been rejected and all variables and relationships are confirmed.Conclusion: The results showed that the variables of 27 envisaged in the study should be considered in design PERFORMANCE management at the state level.
