Abstract

Living in today’s world is living in constant state of CHANGE. One of these important CHANGEs is the emergence of INFORMATION AND COMMUNICATION TECHNOLOGY and E-GOVERNMENT, as a result. Implementation of E-GOVERNMENT will have numerous advantages for society, if the challenges and barriers of E-GOVERNMENT development have been identified and the proper solutions have been chosen. Adoption and implementation of E-GOVERNMENT services by the citizens is one of the most important challenges.Identification of the factors affecting on E-GOVERNMENT adoption in Iran is the main concern of this research. These factors have been categorized and investigated as individual, organizational and social factors. After literature review, the factors that effect on E-GOVERNMENT adoption have been identified and a questionnaire has been distributed in the first stage by the information technology experts’ opinions. Second questionnaire has been distributed between Tehran’s citizens according to the results of first stage and the model tested by Lisrel. The result showed that providing the infrastructures and services accessibility are the most important factors for E-GOVERNMENT adoption in Iran.
