Title

A New Model for Location – Routing – Relief Logistic Inventory in Earthquake Situations under Fuzzy Conditions Based on Risk Management (Case Study: Tehran City)

Abstract

 Context and Goal: In recent years, crisis management has been proposed as an appropriate approach to planning and encounter with disaster crisis. In this regard, Relief Logistics as an important component of crisis management plays a critical role in the achievement of crisis management. The present research has proposed a new mathematical model for location of distribution and relief centers as well as vehicles Routing in order to providing required goods for disabled people at the time of disasters with focusing on the Relief Logistics. The goal of this proposed model is to minimize the cost of choosing distribution centers and Routing of needy points for relief with considering risk constraint. Method: This research is a practical study and applied in a descriptiveanalytical manner that is considered to proposing location model and minimizing the cost of choosing distribution centers and Routing of needy points for relief with considering risk constraint. Given that this problem is NP-Hard, the proposed algorithm is derived from the combination of Particle Swarm Algorithm and risk equation for Location –; Relief Logistic Routing in earthquake situations under Fuzzy Environment. The proposed method is implemented on the earthquake data of Tehran that are provided based on the library method and data sheets of the earthquake database extracted from the database of the Iran seismological center. Findings and Conclusion: The proposed method on earthquake data in Tehran showed that with using the proposed algorithm, it is possible to locating of relief centers from candidate locations and Routing the selected centers with the lowest cost. Therefore, the relief stations that selected as the best choice in earthquake conditions from among the 15 potential stations in Tehran were: West Town, Jamshidieh Bustan, Sorkheh Hesar, Azadi, Artificial Beach, and Hakimiyeh. Also, in order to evaluate the performance of the proposed algorithm the proposed algorithm is compared with five algorithms (forest algorithm, firefly algorithm, Particle Swarm Algorithm based on electrostatic power, Particle Swarm Algorithm based on distance and Particle Swarm Algorithm based on classifying and local search) in seven criteria. The results represented a very good performance of the proposed algorithm.
