Abstract

Most management scholars consider the most important reason for the inefficiency of PERFORMANCE MANAGEMENT in the PUBLIC SECTOR to be due to the lack of an optimal PERFORMANCE MANAGEMENT. To this end, with the aim of designing a PERFORMANCE MANAGEMENT model in the PUBLIC SECTOR of the country, this research was conducted in two phases of design and evaluation of the model, which was combined with a combined approach to extract the components of the model by conducting semi-structured interviews with professors and analyzing the themes of their interviews. The model was designed in a qualitative Method. Using the data collected in this section and the exploration of exploratory components, the model was confirmed through confirmatory factor analysis. In the quantitative stage, to evaluate the managers and experts of the ministry and the staff of the performance appraisal offices of 20 ministries and national organizations and 31 provincial departments of the former management and planning organization without sampling, the model was assessed through five indicators of simplicity, ease of use, applicability, comprehensiveness and Validity, accuracy and innovation were assessed using a standard questionnaire. According to the findings of this research, Model around politics and policies, and EFFECTIVE ACTORS; Besides determining outcomes or immediate results, mediating, final, and ultimately the strategic outcomes of each actor's action while paying attention to the components and relationships between these sectors.
