Designing an Elite Maintenance Model in Iranian Governmental Organizations

Abstract

 Background and Aim: Competition among companies for retaining Elite employees and applying their knowledge to create competitive advantage has received serious attention in recent years. In fact, today, due to the intense competition and lack of highly skilled staff, finding and retaining human capital is a top priority for organizations. For this reason, in this study, a model for Elite retention in Iranian government organizations is presented. Method: This study is applied in terms of purpose and descriptiveexploratory in nature. Data were collected using semi-structured interviews and questionnaires. The statistical population includes Iranian governmental organizations selected from the educational organizations of Ardabil and West Azarbaijan and East Azerbaijan provinces with 86 experts. Factors affecting Elite retention in four dimensions including organizational, personal, psychological and occupational factors were extracted from the research background and confirmed by experts. System dynamics is also used to analyze the data. Findings: Based on the findings, brand reinforcement and investment in education can each alone increase Elite retention by up to 30% in government agencies. Also, if training programs are combined with knowledge sharing, it will increase Elite retention by three times. Results: According to the results of the research, simultaneous attention to education and knowledge sharing is an attractive scenario of Elite retention in organizations. Attention to job characteristics is also a weak scenario that has little effect on retention.
