Moving Toward Innovation: Analyzing Iran's Steel Industry Experience in Technological Learning Using the Windows of Opportunity

Abstract

Technological learning and the drive from Imitation to innovation in different industries emphasize the role of companies and the acquisition of knowledge from external sources. Iran's Steel industry is also a good example to study in this area, given the large firms on the one hand and the long-term historical partnerships with foreign companies on the other. Some of the industry's successes, such as sustainability under sanctions, the country's second-largest source of non-oil export and some recent breakthroughs, particularly in the registration of the PERED technology brand, show that learning efforts have been somewhat successful. This study, which examines the learning mechanisms and outputs of the country's Steel industry in, has analyzed the path of technological development in this industry using a qualitative approach and case study method. For this purpose, 18 interviews were conducted with policy makers, academics, engineering companies and engineers of large steel companies and using the windows of opportunity to move forward in the industry. The results of content analysis of interviews show that in institutional windows, the type of contracts signed and enforced, as well as The law of maximum use of internal power, were the most likely to facilitate Technological learning. In addition to technology opportunity windows, the emergence of Middlesex technology and the dominance of engineering companies have been the most important window of opportunity for innovation in the industry, but the demand for in the industry has not been optimized for technological capability development.
