Abstract

 Background and objective: Expressing opinions and ideas is an integral and necessary part of the decisions that people make in the workplace, but the point to consider is to what extent these capabilities can be used in the best possible way. In fact, one of the problems of many organizations today is the reduction of people's participation in organizational decisions due to disregard for organizational sound. The purpose of this study is to design a Structural-interpretive model (ISM) to reduce the organizational voice of the police force based on a hybrid approach for police officers in Golestan province. Method: In the qualitative part, 15 human resources specialists from military and civil universities participated and in the quantitative part, 104 law enforcement officers of Golestan province were selected through simple random sampling and based on a matrix questionnaire for Structural-interpretive analysis. Findings: The findings in the qualitative section showed that the three main components of Individual factors, Organizational factors and managerial factors were identified as the three main factors in reducing the voice of employees in the form of 16 sub-components and based on Delphi analysis, 10 sub-components were approved. In the quantitative part, it was found that the two sub-components of organizational leadership and injustice in organizational structures were identified as the most effective sub-components of organizational causes of organizational noise reduction and the least effective factor of lack of self-confidence was identified as the individual factor of organizational noise reduction. Conclusion: The results of this study showed that disregard for organizational leadership in various dimensions such as human resources and the existence of injustice in the organization reduces the organizational voice of employees.
