Abstract

 Background: In EARTHQUAKE occurring, EDUCATION CENTERs are classified into high vulnerable places because of existing high number of students, teachers and workers.These centers can be used as a EMERGENCY SHELTER after EARTHQUAKE too. This study has been performed in one of neighborhoods in west of Tehran in order to evaluating the seismic STRUCTURAL VULNERABILITY of EDUCATION CENTERs and choosing safe buildings for EMERGENCY SHELTERs in EARTHQUAKE.Methods: This case study is based on the applied research which has made use of (RVS, GIS and SWOT Analysis).Findings: Despite locating this neighborhood in low-level vulnerable seismic zone of Tehran, low structural resistance of many EDUCATION CENTERs buildings and lack of design regulars, make EDUCATION CENTERs vulnerable in disaster. Therefore the solutions must be thought. While, distribution of safe EDUCATION CENTERs are appropriate as an emergency settlement. SWOT analysis shows that strategy situation is contingency.Conclusion: With regard to sensitivity of EDUCATION CENTERs, vulnerability and functional assessment of them before EARTHQUAKE is necessary. Recommended strategies in order to reducing vulnerability have been classified into two groups of static and dynamic strategies.
