Abstract

There were numerous studies, researches in the field of AIR POLLUTION and TRAFFIC in TEHRAN metropolis. But the issue is that we look at AIR POLLUTION caused by URBAN TRANSPORT and TRAFFIC only as generating costs facts and we didn’t attention to this matter that this destructive phenomena in addition to generating costs nature can be used in at least some of the cost burden. In this context, it seems that this matter would be rooted in the dominant attitude of major control of AIR POLLUTION caused by URBAN TRANSPORT and TRAFFIC in TEHRAN metropolis. therefore, this research due to the importance of the subject with an analytic-application method based on library studies and documents for the purpose of benefiting in the FINANCING of municipalities and of this framework, presenting proposed and policy solutions has done research an analysis on the major control of AIR POLLUTION caused by the attitudes of URBAN TRANSPORT and TRAFFIC in the world based on four types of the standard attitude: the attitude of publishing standard, the attitude of the air quality standard, the attitude of the tax assessment and attitude of the cost-benefit. Based on the findings of the investigation, the ruling attitude in relation to the control of AIR POLLUTION caused by TRAFFIC of TEHRAN metropolis based on a attitude of the standard publication, the emphasis is too much on this attitude and non- spade of the other strategies in Strategies & solutions caused that the measures taken are just the cost of inflation and in this field has been causing only the cost of AIR POLLUTION control FINANCING capabilities arising from URBAN TRANSPORT and TRAFFIC in TEHRAN metropolis. At the end proposed practical solutions and recommendations in the financial field of the municipality of TEHRAN metropolis based on the findings of the research that can be used also in other metropolises.
