Abstract

The first attempt to establish the Center for WOMEN’s Studies in the University of Tehran began about 1994. The start of this RESEARCH centre, which is still in its middle stage lasted for about seven years. The purpose of this article is to convey the process of the establishment of a centre for WOMEN’s RESEARCH in a developing country and to describe the issues that has been experienced during the starting process of the centre. The seven-year period is divided into three parts with regard to different cultural, social and political conditions. The procedures of each part have proceeded in harmony with those conditions. The outcome of the efforts, in addition to the establishment of an institution for RESEARCH on WOMEN’s issues in Iran, displays two important features in developing countries. 1. DEVELOPMENT PLANNINGs through combining the two approaches of implementation from the top down and from the bottom up are more successful. 2. Paying attention to the issues of WOMEN and change in their status is subject to their active participation in high levels of decision-making of the country
