EVALUATION OF THE VOCATIONAL SCHOOLS USING CIPP MODEL AND PROPOSING A FRAMEWORK FOR QUALITY IMPROVEMENT: A CASE STUDY OF THE SECOND REGION VOCATIONAL SCHOOLS IN TEHRAN CITY

Abstract

 The purpose of the present research is to evaluate the second region VOCATIONAL SCHOOLS in Tehran city using CIPP MODEL and to propose a framework for QUALITY improvement of other technical schools specially VOCATIONAL SCHOOLS all over the country. This research is descriptive and its statistical population includes VOCATIONAL SCHOOLS students, teachers, managers, graduates and direct employers. The population has been surveyed by census and simple random sampling methods. To carry out the research, through adopting existed experiences and using organizational element model the general framework of factors and indicators for evaluating VOCATIONAL SCHOOLS were compiled in three sections including input, process and output. 19 factors and 203 indicators in conjunction with judgment criteria were among compiled items. Then research tools including five questionnaires, were advised regarding to the validity (content validity) and reliability (Cronbach's alpha coefficient) characteristics. Having gathered the data, the situation was compared and analyzed by judgment spectrum and the intended situation criteria. Results show that, among 19 factors, 17 are in an "undesirable" situation and two are in "quite desirable" situation. This implies that input, process and output of the VOCATIONAL SCHOOLS are in an undesirable situation. Finally, some recommendations are provided for QUALITY improvement of the present situation.This study proposes a framework for evaluation of the other technical schools especially VOCATIONAL SCHOOLS as well. Results of this research can be an adequate tool for future planning of the VOCATIONAL SCHOOLS and their QUALITY improvement.
