The present paper aims at determining L.R.I police managers' higher education economic, political, social, and cultural skills in order to provide an appropriate management model for higher, middle, and operational levels.The statistical population of the study were 200 of managers and commanders working in higher education, heads of the scientific departments, and L.r.I police university faculty members. Questionaire was used to collect the required data. Analysis of the data demonstrated that political, social, and economic skill are respectively the prime skills of higher, middle, and operational level managers.
