Abstract: 

Majority of the countries in the world are comprised of numerous ethnical groups. The variety, in many countries in the world, has been the source of violence and has led to the outbreak of wars and domestic struggles wherein millions of people lost their lives. Iran is not an exception to the rule. Iranian ethnical groups are basically located in the border regions. Makou, which is located in the northwest of Iran, settles both ethnical groups-Azari Turks, and Kurds- is adjacent to Turkey and Azerbaijan Republic. Like other countries, ethnical violence and struggle, sometimes originated security crises the regions where ethnical groups live; meanwhile influenced the capital. Chief among them are crises of Mahabad and Azarbaijan Democrat sect during 1945-1946, and crisis in regions where ethnical groups live, especially post revolution period and Azarbaijan crisis in 2006 and its consequences.The present research aims at identifying and examining the approaches to improve the level of convergence of Iranian ethnical groups to establish social unity to achieve sustainable security. The research is a case study which concentrated on ethnics living in Makou. The research method is of survey type. N=382 including Turk and Kurd population selected randomly and categorically through using Kerjsey & Morgan table (1970). A self-made questionnaire with a Lickert range was used for collecting data. The questionnaire reliability is measured through studying resources, conducting initial test, face-to-face interview with experts. Its validity is calculated through using Chronbach Alpha coefficient for all the questionnaires (a=0.862). In order to analyze data, frequency, percentage, average, standard deviation, graph, T test and variance analysis were used. With respect to proving all the hypotheses and general results of the research, it came out thatfive various factorsreligious, cultural, economic, social and political-have had a significant impact on improving the ethnical convergence level. Therefore, based on this, proposed research related and applied recommendations which increased convergence level. Abstract: 

Nowadays, capable human force is the most important competitive tool within organizations, whose senior managers are intending to develop humane capital from inside the organization. Therefore, due to its high importance and effectiveness, the issue has been the centre of attention of all the personnel, managers and commanders; in addition, it has been the top priority. In line with the intention of IRI Police commander-in-chief, the issue of empowerment of commanders and middle managers has been given high priority. The surveys conducted so far indicate that spiritual factor is among the most important factors affecting empowerment. The present research aims at identifying the level of effectiveness of spiritual factors (religious cognition, faith and discernment) on empowerment of IRI Police commanders and middle managers. After conducting library surveys on empowerment and spirituality (and determining its constituents), 589 commanders were chosen from among all the commanders as the research samples.Data was collected through a questionnaire, and after data analysis, it came out that faith, religious cognition and discernment with average of 90.32, 84.49 and 81.99 percent respectively, have had impact on empowerment of IRI Police middle-level commanders and supervisors.

Abstract: 

The present article examines the relationship between empowerment and job security of IRI Police University (IRIPU) Personnel. In line with this, the two variables of personnel empowerment (including 5 aspects: feeling competent, effective, confident, independent in tasks and purposeful on one hand and personnel job security) was measured and analyzed. The present research is of descriptive-correlative type.A questionnaire whose validity and reliability is approved was used for collecting data.200 IRIPU personnel who were selected through random sampling tofill out the questionnaires and 180 questionnaires were returned. The statistical method used in the research is Pearson correlation test. The results of the questionnaire were as follows: In general, there was a significant relationship between IRIPU personnel empowerment and their job security; however, the relationship between empowerment dimensions and job security were as follows: 1- There was no significant relationship between feeling competent and job security on the part of Police University personnel.2- There was significant relationship between feeling effective and job security on the part of Police University personnel.3- There was significant relationship between feeling confident and job security on the part of Police University personnel.4- There was significant relationship between feeling independent and job security on the part of Police University personnel.5- There was significant relationship between feeling purposeful with job security on the part of Police University personnel.

Abstract: 

Paying attention to individual and organizational factors effective in not discovering murder cases can solve complicated police riddles to figure out murder cases. Therefore, in order to examine these factors, the present research is conducted through descriptive-survey in Mahshahr during 1997 to 2007. Based on the poll taken from experts, detectives involved in murder investigation, murder interrogators and lawyers on one hand and murderers on the other, the venue and thetime where and when the murder was committed were examined through using questionnaires and interview (N=60). Nevertheless, all murderfiles were examined in terms of documents, and the impediments, problems and defects of the research were estimated.The present research deals with the impact of improper operational guidance, weakness of analysis of the achieved information in murder files, not utilizing modern technologies and ignoring timing in murder files, all contribute to failure of murder detectives. In order to achieve these objectives, while referring to the above-mentioned factors, and concluding from their achievements, some applied recommendations are offered. Therefore, the research questions related to development of the above-mentioned factors were examined. The results of the interviews and the relevant documents of the cases were analyzed through analyzing the contents and questions of the questionnaire and using statistical tests. The results of the assessments indicate that lack of improper operational guidance, weakness of analysis of the achieved information in murder files, not utilizing modern technologies, ignoringtiming and not managing time in murder files are among the individual and organizational factors, which contribute to the failure of detectives in charge offiguring out murder files. Based on this, and with respect to the results of the conducted interviews and statistical tests, the entire questions have contributed to failure in detecting murder files.

Abstract: 

Planning for succession is a deliberate and organized effort made by an organization to ensure leadership persistence in key positions, maintaining and training intellectual and scientific resources to encourage individuals to promote. The present research entitled: “The process of Identification, Appraisal, Selection and Appointment of IRI Police Middle-level Managers.” aims at examining the process for identification, assessment, selection and appointment of IRI Police (IRIP) middle-level managers; offering scientific principles for identifying inclined individuals suitable to be appointed as middle managers in IRIP; figuring out the basic features and characteristics for being appointed as managers including knowledge, expertise, intellect, skills and personal characteristics. This applied research was conducted in a descriptive way. The research covers years 2007 and 2008. The surveyed statistical community includes heads of inspection, deputies for assessment and appointments, and expert police and provinces’ disciplinary commands. Data was collected through a questionnaire of 19 close-ended questions with the required validity and reliability without sampling. Afterwards, data was analyzed through using SPSS and c2 and T tests. The results were as follows: 1- Identifying and recognizing the existing nominees to be appointed as middle managers based on scientific principles.2- Assessing the nominees based on expert appraisal standards.3- Ranking the assessed nominees based on their scores previously.4- Selecting and appointing IRIP managers who have acquired the highest scores.

Abstract: 

The research entitled: “Motivation and Factors Contributing to the Accused Escape and Ways of Preventing it in Tehran Province” was conducted compared with the first half of years 2005 and 2006. The factors contributing to the accused escape was examined and some proper approaches were offered to reduce this phenomenon. The research was of survey type, and after determination of the statistical community and sample population data was collected through using questionnaire technique and studying the failures, which occurred.The philosophy behind selecting this statistical community is that it includes some experts, some of the heads of the police departments in Tehran province, commanders of criminal investigation departments, commanders of detention houses, escort police forces who were fully aware of all the issues related to the accused escape from detention houses. The results of the research indicate that among the 8 major indices and the 44 earlier-mentioned factors in the research questionnaire, the most important factors that contribute to the accused escape were as follows: 1- The accused could escape due to not applying security principles by the person in charge of detention house. 2- Lack of a protected yard suitable for seizing the accused. 3- Lack of a secure detention house. 4- Escort police forces who are not equipped with enough equipment. 5- Police forces which do not escort the accused properly. 6- Transportation of the accused in unroofed vehicles. 7- The accused relatives’ get to know about their transfer. 8- Unlocking the accused handcuff during escort. 9- The accused visit with his/her relatives during escort. 10-Lack of an experienced colleague to watch the accused in the court, etc.11-Police forces that are not well trained. 12- Using only police forces who are attending military service for escorting the accused. 13- The accused awareness of the existing weaknesses in the arrangements.14- Letting the prohibited objects enter the detention house. The least important factors contributing to the accused escape were: 1- The accused mainly initiate artificial row and encounter to escape.2- Mostly, the accused escape through collusion with the escort police forces.

Abstract: 

The present research was conducted to examine factors which contribute to Yazd Province Police Command (YPPC) personnel job satisfaction in 2008. There are numerous factors which contribute to personnel job satisfaction; however the present research, due to constraints, just deals with examining the relationship between 1-motivation, 2-promotion, 3- organizational position, 4- job improvement, and 5-job satisfaction. Job satisfaction is the result of the personnel cognition. The research is of applied type, and is conducted through descriptive survey. N=1000 including all the personnel of Yazd Province Police Command. Due to lack of facilities and enough time, studying the entire numbers of the members of the community was impossible. Therefore, to facilitate the research trend, 142 persons were randomly selected from 1000 personnel of YPPC as a sample.Data was collected through library surveys, and a questionnaire with proper validity (a=0.90) and reliability was approved. The results of the research indicate that there is a significant relationship among elicitation, improvement of organizational status, job improvement and job satisfaction.
