The traditional motivational ways, which had been designed for hand force of employees based on the organization’s needs, are not suitable in the present conditions. At the present time, due to the complexity and dynamics of the competitive environment, the organizations’ need to intellectual and creative workforce have been increased; thus, identifying the new ways of creating motivation in employees with the aim of maintaining and strengthening competitive advantage is essential. The present study aims at analyzing the factors affecting the staff empowerment and introducing its improvement guidelines in Sistan and Baluchestan University. In this regard, in addition to the approaches description, this study addresses the effective factors and dimensions, and different ways of empowerment. Job enrichment, delegation, performance-based bonuses, collaborative management, recommendations system, teamwork creation, and participation in scoping are the main ways of empowerment which are assessed in this study. In this vein, the results of this study confirm all the above mentioned items. In this paper, it is shown that the staff empowerment is only possible if the collaborative management is accompanied with delegation and people’s performance is reinforced by performance-based bonus. However, the empowerment is a gradual and step by step process and thus the organizations empowerment programs should be started with job enrichment. At this level, the employees shall be granted within their jurisdiction frame and if they have a successful performance, they shall be rewarded.
