Background and Aim: Traditional training is not enough to meet the needs of employees and the management of complex affairs in organizations, so the tendency to new methods seems necessary, and combined training is the most logical and natural course of gradual evolution of learning programs. The purpose of this study was to design a blended Learning model for in-service training of NAJA organization using content analysis. Methodology: This research was conducted using a qualitative methodology. First, the effective factors on blended Learning were identified by reviewing the subject literature and analyzing the content of upstream documents of NAJA and related Persian and English scientific articles and semi-structured interviews with 19 experts by Clark and Brown six-stage inductive thematic analysis. The obtained indicators and pattern were used by Delphi method. To do this, a questionnaire with 31 questions was designed, each question representing a component. Cohen confirmed, and MAXQDA and SPSS software were used for data analysis. Findings: After screening the initial extracted codes, they were reduced to 192 basic themes and classified into 31 organizing themes, 11 comprehensive themes and 4 main factors (human factors, technical factors, educational factors, executive factors). Results: The results of this study show that this model is completely scientific and designed in accordance with the missions of the NAJA and the native organization, and therefore has its own innovation, which with its implementation in NAJA in-service training, while using its many advantages, challenges It will eliminate face-to-face training and e-learning, which are held separately.
