Abstract: 

Nowadays, Organiziations have changed, in the past they had emphasized on keeping information and data secret, but now sharing information is their main priority. However, sharing information is face with many challenges and is under the influence of many key factors. Based on this, the present study is trying to examine the influence of effective factors of sharing information among public organisations.The aim of this study is practical and its method is analytical-survey. Statistical society of this survey is all managers and profissionals of information technology of public offices in Mashhad, which based on available statistics and data their number is around 130 people. By use of Cochran formula a sample of 108 people is choosen for this statistical society. To gather the necessary data, we use a questionaire and analysis of data is done by use of a pattern of structural equation modeling. Findings of this survey show the effects of high- level leadership, communication and mutual exchange, adaptation, support of top manager, cost, security process, benefits and expected risks on amount of sharing information among public organisations, but none of laws and polecies, inter-organisation confidence and capabilities of information technology has a meaningful effect on amount of sharing information among public organisation.

Abstract: 

Desertion creates serious problems in organizational improvement. Because the great competition in hiring talent staffs in public sector, the successor education plans become more important and necessary. This paper uses Thematic Analysis and Interpretive Structural Modelling (ISM) to discover successor education pattern in public organizations. This paper is a case study of a public organization in Iran and Data gathered through deep interview of managers and experts. The main pattern of data extracted with thematic analysis and key factors layered by ISM. The analysis show that senior managers' commitment to educating successors, successor education culture and strategic documents are the key factors to realize successor education. Alsoappropriate performance evaluation system, productive educational system and organizational justice are the results of having a good successor educational system.

Abstract: 

Activities related to cultural production of the Islamic Republic of Iran Broadcasting (IRIB) are affected by different individuals and institutions creating challenges in these products before, within and after production through the mentioned interferences so that financial costs and more important, social costs would be created. The purpose of this study is to design a combined model of policy in cultural products of broadcasting with the help of various models of policy-making. In order to collect data, questioning from functional experts and questionnaires have been used and to analyze quantitative data, methods of descriptive and inferential statistics with the descriptive-survey methodology have been utilized. The under-studied population of this paper includes two collections of university professors. the Second community is a functional community including two groups of senior managers and experts of organization and effective institutes and organizations on policies of national media that are selected by stratified sampling method This study has tried topresent a proper model in deputy of provinces’ affairs and parliament of broadcasting to formulate a cultural policy for provincial centers through assessment of different policy-making models and using research literature, available studies and opinions of scientific and functional experts.

Abstract: 

Budget as the heart of policy-making process and budgeting as the most important decision-making process in public institutions, has the importance that its reform are considered reform of the government and the state affairs; reform that should focus on learning toward better budgeting because the budget reflect the government's activities and policies. The studies and the introduction of multiple budgeting systems over the years, has a story from the inefficient of common budgeting systems in most countries; extend this situation to our country persuade the researchers study in this case. Therefore, this study aimed to identify the characteristics of an appropriate system of public budgeting, from the perspectives of experts and professionals in the field of budgeting. Research method has been thematic analysis and main tools for data collection, was interview. According to analysis of data, five main themes under the headings of "realism and technology-driven", "reform-oriented and learning", "scientism and Knowledge-driven", "goal-oriented" and "value-oriented" emerged. It seems that taking into account this themes in government budgeting system, can move toward the budget and budgeting reform, hoped that this important document, in learning path toward development and progress, guide society to excellence.

Abstract: 

Designing the evaluation system, monitoring and overall performance management is essential subject for a state. Through which a government strategic plans with a systematic approach at all levels, monitored and feedback necessary to pave the way for the country's 20-year perspective. In this paper we present a comprehensive model in this regard. To develop the model, first consider research questions, in the form of literature, approaches and models of performance management with performance management in three different levels, including the strategic level, the organizational level and the staff were studied. Then, using qualitative content analysis, content extracted from the scientific literature in the form of three levels and ultimately classified and coded the content networks were drawn. Finally, using any of the methods of qualitative, comprehensive model was extracted. According to the analysis conducted thematic and typology, a total of 27 variables were identified that each of the three levels: strategic, organization and personnel respectively, 11, 8 and 8 respectively variable. Finally to validate and test the model, 27 persons inferred variables, In a questionnaire survey were adjusted and experts, All the data collected was analyzed using LISREL software and extract variables as well as research prototype has been approved.

Abstract: 

Organizational loafing is the phenomenon of a person exerting less effort to achieve a goal when they work in an organizational group than when they work alone. This phenomenon is a serious problem in today's organizations. The research seeks to explain factors affecting the phenomenon of organizational loafing. First, the elites through Delphi technique, the indicators influencing the organizational loafing. After designing the model, fitted with the survey questionnaire has been developed. the approach of This research is both quantitative and qualitative. The sample consisted of 180 employees of the Ministry of Communications and Information Technology. Statistical analysis of research data, with the help of software Smart PLS and confirmatory factor analysis was performed. Eventually Proposed model with 5 criteria and 25 indicators, was approved. The results showed that the most influential factors affecting organization loafing is organization environment. Furthermore The most important Indexes affecting Organizational loafing, are satisfaction, commitment and organizational culture.

Abstract: 

In the present age, organizations have found prominent place in the cultural and social structure of communities. Many essential activities related to people's lives done to the organization, despite this, achieve to successful when accorded that an organization's members are committed to the discipline and norms according to the organization on a regular basis and be governed by norms. This study aims to identify and prioritize the factors causing organizational anomia in organizations was conducted. This research is combines methods and the type of research is the study of deductive and inductive. The study population consists 25 managers of Khorramabad organizations. In this study, using a combination of qualitative and quantitative methods, first with use of qualitative data obtained from exploratory studies included exploratory literature review and interviews exploring the causes of organizational anomia have been identified. Second By extracting their agents through research survey data are evaluated. The results are including two parts, first a series of organizational inertia causes are identified and second the importance and priority of these factors are determined. The results show that The inability of the organization to show their actual values, lack of shared norms at work, the negative attitude of employees towards their jobs, poorly performing staff socialization process, lack of meritocracy in the organization, discrimination in the organization, lack of management commitment to the values of the organization are the main causes of organizational anomie.

Abstract: 

This article focuses on non-compliance to the law and creating commotion by some clients of governmental organizations in order to achieve their personal goals. The purpose of this article is to explain this widespread and emerging problem in the form of a theory known as Commotion-Goal Theory. To design a conceptual framework, the grounded theory was used. Data collection instruments consisted of "exploratory interviews" and "observation". 14 of the managers had at least five years of work experience were selected for interview. For choice of them the purposive sampling and snowball method was used. Also 9 of anarchic clients of some organization were observed and semi-structured interviews were conducted with them. The adequacy of the sample was achieved by theoretical saturation. Over two rounds, the creditability of model was discussed by "focus group" of 12 elites and theoreticians. The designated framework for Ccommotion-Goal Theory is supported literature. The results indicate that 5 factors affects commotion-seeking behavior and 7 intervening variable either strengthens or weakens goal achievement via commotion. According to the results, managers can adopt two approaches to control commotion: improving and removing causal factors of commotion and controlling intervening variables. Finally, to test the proposed framework and the applicability of the theory, certain hypotheses are proposed to be tested by other researchers.
