This research is aimed at identifying the indicators of strategic talent management and its relation to psychological empowerment of employees, as well as providing a desirable model. This developmental-applied research follows a correlational descriptive-survey method. Data collection is performed through field study. The statistical population of this research includes the experts, managers and employees of Mashhad Municipality Complex. The sample, includes 30 experts calculated by Delphi method, and 465 managers and employees of Mashhad Municipality who were randomly selected by Cochran formula. A researcher-made questioner, the validity and reliability of which were confirmed, is used for data collection. Based on factor analysis, the results of the research revealed that 20 components and 98 indicators related to strategic talent management. Furthermore, positive and significant relations were discovered between all dimensions and components of strategic talent management and psychological empowerment of employees. The model explained in this research was of high reliability.
