Abstract

Worn tissue is a fact that has affected most historical and old cities of Iran. What is certain is that the growth would be disrupted in such cities and would be drawn to the surroundings. So, in addition to destroying the internal and historical fabric of the city, it will pose enormous cost for creating new textures. This study investigates and analyzes the current WORN TISSUE of JAHROM applying the SWOT strategic model and SPSS with a descriptive-analytical approach through survey and library study. The population of the study includes the WORN TISSUE of JAHROM with an area of over 104 hectares and a population of 22, 375 people, among which 354 households were selected. In order to complete the SWOT model, experts’ opinion with a sample size of 30 was used in the present attempt. The obtained results showed that the interest of the residents selected for the rehabilitation and RECONSTRUCTION of WORN TISSUE and the existence of low-income groups in the context are respectively the most important strengths and weaknesses and the high participation rate in small towns and non-resistance of buildings against natural hazards are the important points of opportunities and threats. Among the strategies to improve the quality of living and life, one can refer to attracting public participation in the design, construction, rehabilitation and RECONSTRUCTION, providing the necessary conditions for the formation of public management institutions and encouraging people to form local organizations. The best way to intervene in the old tissue of JAHROM is mainly modernization with people's participation. Thus, in order to intervene in small cities, the followings are suggested: creation of neighborhood management organization, creation of the improvement house for the district, creating a sense of competition in modernization between the neighborhoods of old tissue, and finally institutionalization of social participation between local managers and citizens.
