Abstract

In contemporary life, urban issues open space that has never been in the past. Everywhere in the developed world and the developing world is talking about the saturation of the population in the cities. Citizen’s participation idea in city affairs have history such as founded the city. Its seems that some neighborhoods such as PIRSARA in the rasht city cannot continue development process despite its capability to play role in development of city. This article has been extract by survey method and survey research, Survey data has been extracted from two questionnaires, field observations and interviews and group meetings with professional’s people. Result has been evaluated analytical methods for collecting and using secondary data analysis. Finally we offer some operational programs and necessary activities to describe the right solutions and politics. Some economical programs and PUBLIC PARTICIPATION role in the direction of solutions and considered politics are mentioned in result section
