Abstract

Changes and development in INFORMATION TECHNOLOGY and shifting into information society- transition from agricultural society to industrial society- has affected all aspects of human life. All the political, social, economic and cultural aspects of human life has faced with an abundance of opportunities and challenges.In this study, the lack of regular programs, lack of managers' awareness of the importance of INFORMATION TECHNOLOGY, lack of cultural context and lack of TELECOMMUNICATIONS INFRASTRUCTURE has named as the main barriers and challenges for implementation of INFORMATION TECHNOLOGY. All of these were studied in the four hypotheses. The research method in this research, is descriptive and its poplution consist of 80 INFORMATION TECHNOLOGY expert - among them 51 were selected - in the provice of Lorestan governmental organizations and agencies.The study hypothesis was evaluated using chi-square test and all were approved. At the end, some proposals were presented in order to make changes in the implementation and application of INFORMATION TECHNOLOGY.
