Title

An Evaluation of Iran’ s Logistics Performance Index (LPI) in the Last Decade

Abstract

 This article evaluates Iran’ s LPI and its six components/indicators for biennial periods from 2007 to 2018 and introduces some recommendations for its improvement. In comparison to other countries, Iran’ s LPI for biennial periods of the last decade (2007-2018) has been generally unfavorable. However, although it has been falling from 2007 to 2012, it has significantly been rising from 2012 to 2018. With the LPI rated from 1 (worst) to 5 (best) and the LPI scores categorized into four ascending categories of Logistics-unfriendly, partial performers, consistent performers, and Logistics-friendly, Iran with its LPI average score of 2. 6 (out of 5) during 2010-2018 falls under the partial performers category (low-and middle-income countries with similar constraints). Hence, a small decrease in Iran’ s LPI score may relegate it to the Logistics-unfriendly category (countries with the worst LPI score or least developed countries). In this context, the four indicators with great negative effect on Iran’ s LPI have been “ ease of arranging competitively priced shipments” , “ ability to track and trace consignments” , “ frequency with which shipments reach consignees within scheduled or expected delivery times” and “ efficiency of customs and border management clearance” . In contrast, the two indicators reinforcing Iran’ s LPI have been “ competence and quality of Logistics services” and “ quality of trade and transport infrastructure” . In fact, with these very levels of the latter two indicators, an appropriate re-allocation of the former four indicators may improve Iran’ s LPI status.
