Abstract

Background and Aim: The complexity of crime on the one hand and the transformation of mechanical societies on the other on the other hand, has multiplied the need for participatory and positive approaches, especially in important issues such as order and security. The purpose of this study is to investigate the effect of Transformational Leadership on the realization of the community-centered approach of the police with the mediating role of Culture and Moral Values in the workplace. Method: This is an applied research and its method is descriptive-analytical and correlational. The statistical population of the present study consists of 600 executives of the Greater Tehran Preventive Police, of which 234 were selected as a statistical sample by simple random sampling. Data were collected through a standard Transformational Leadership Questionnaire and a researcher-made questionnaire developed by the community-based approach to policing and Culture and ethical values. In order to analyze the data, structural equation modeling method and Smart PLS software were used. Findings: The research findings show that 0. 59% of the changes in the realization of community-based police and also 0. 483% of the changes in Culture and moral value are predicted by the Transformational Leadership. The effect of Culture and Moral Values on the realization of community-based police is equal to 0. 291 positive and significant and also the indirect effect of Transformational Leadership on the realization of community-based police was explained by 14%. Conclusion: The results indicate that by strengthening the indicators of Transformational Leadership and Culture and Moral Values in the police organization, it is possible to lay the groundwork and accelerate the realization of a community-oriented approach to policing.
