The aim of this study is to find out the role of effective factors in accepting and applying information communication technology (K'T) according to Roger'S theory of the Publication of innovation among the rural youth of Oramanat region. The theoretical framework applied here is based on previous internal and foreign researches and a combination of sociological theories and information society. The experimental model inferred includes individual, cultural, economical, social and population factors, information sources, factors or characteristics related to innovation were studied as independent variable and accepting and applying lCT is as dependent variable. The research is carried out in a descriptive-measurement method and the population studied here,is formed of 45635 rural young people of 15 to 35 from the four towns of Oramanat (Paveh, Jawanrood, Rawansar, and Salas-e-Babajani) among those who have used lCT and are known as users. A sample of 170 youth were seleted through accidental, categorical and proportional sampling method. Questionnaire developed by. Mostafa Azkia and colleagues was used for data collection. After taking hypothesis test, the results indicate that variables of usefulness, the ease of use and type of occupation have had influence on the rate of accepting ICT, and compatibility of "ICT" and education rate have no influence on accepting it. Also, there is a meaningful relationship between the variables training rate, enjoyment from communicational channels, and applying "ICT", and no meaningful relationship was found between individuals economical basis and applying "ICT".
