Today, combination and nature of industrial and production activities require that some activities and work processes be done through outsourcing by determining criteria and indicators. The philosophy of outsourcing is that organization can better make policy and guarantees quality of production. To achieve competitive advantage and sustainable development it is needed that major and minor activities of organization including outsourced activities and organizational activities done by employees be managed under an integrated frame.To produce desired goods and services for customers, there should be strong, able and knowledge oriented contractors. Usually, there is a management and development system for employees who do identified activities in industrial and production organizations, but contracting systems lack such a system, because it needs investment. Consequently, there will be a managerial, technical and skill gap between employees of organization and employees of contracting. This issue destroys integration of activities and processes, hence, it is needed that common understanding, language, profession and skill be generated between organizational system and contracting system. To actualize this matter, appropriate and coordinated mechanisms should be generated for managing and developing human resources of contracting system in order to all employees including employees of organization and employees of contracting system can work based on required standards and indicators. Thus considering the role and importance of managing and developing of contracting employees in achieving organizational goals, in this paper it has been attempted to present a comprehensive and dynamic model of managing and developing human resource in contracting system that include following components:attraction system of employees in contractingretain system of employees in contracting human resource development system in contractingeffective deployment system of employees in contracting.
