In this research we have tried to use the technique of data envelopment analysis (DEA), and the Analytical Hierarchy Process (AHP), After a performance appraisal research and development (R&D) units related to manufacturing companies in Gilan province, ranking this unit to be addressed. In this study, after numerous surveys, thirteen units of the units manufacturing companies in Gilan province have been selected as Decision Making Units(DMU),then Attempted to determine input and output indicators affected with adaptation of duties assigned to this unit by the Ministry of Industry, Mining and Trade and by using the experts opinion. The input indicators of this research are the level of access, quality of manpower, financial aspects and outputs include process / technology / new product, the level of optimization, performance and customer research. Financial aspect with weigh the importance of 0.447 as the highest and most influential indicator and research performance as the lowest indicator was chosen. Then, with using the model of DEA (BCC output-oriented) to evaluate the performance efficiency of R&D units, 3 units resulted effective and 10 other units resulted ineffective. Anderson-Peterson(AP) model for ranking efficient units was used, The most Efficient R&D unit, R&D unit of Pars Shahab is recognized and R&D units of Ayhagstr c and Nika companies respectively ranked second and third among their other business units.
