Abstract: 

There is no argument that Safety is one of the early demands for human being. considering messenger’s prophecy for creation of justice and basis of it, i.e safety, efforts have been made in abundance and in our society the same demands is necessary rather today is more important than past but requirement of safety in all of the contexts is imperative, like subgective, social, economic, policy, cultural, spiritual and so on and even in belief discussions if the safety is not being, people couldn’t condudt to authentic belief without true thought. as in quran and narratives, this security enumerates continual and necessary and antecedant messenger’s asked from the god for righteous substitutes till didn’t abort efforts for creation of security.Imam Ali belives one of the important purposes of islamic government construction is creation of safety. Indeed, all types of it are envisaged. Even it is impossible that a safe society runs for a long time without security. Meanwhile, authority is what showing itself as important in creation and preservation of security. So, It might be said that police (in generic meaning) is a group that perform an important and vital role in creation and maintenance of security and therefore ways and methods should be available that access to such an important goal. In this essay. various methods are mentioned as follows, tolerance, kindness, kindly, and having true and acceptable social manners that this stage plays a fundamental role. In merciful quran they have been called clement slaves. These people walk on earth courteously and when the unwises call them, they reply well and meekly and when ineffectual circumstances happen they remise mercifully. (forghan surah, ayeh 63, 77) with kindness people’s confidence in society is obtained and with having confidence, peace and welfare spirit is awarded to society.

Abstract: 

Today, new technology and information technology, have made police undergo radical changes. Therefore, the police approach is a knowledgebased and scientific approach.In fact, The spread of ICT in the development and promotion of community empowerment of organizations, including the police, has an undeniable role.The Iranian Police capabilities in the 21st century is also related to the development of ICT and its applications. Naja can raise sufficient resources and capacity for rapid access to and use of knowledge, information and technology to show its capabilities and Had the opportunity to exploit Differences and their impact on the community in order to double public safety organization.This research approach is qualitative and uses typically descriptive methods. In this Article, We review the concept of information technology, the digital age, and its characteristics, and also examine the major IT infrastructure. And also Undeniable role in law enforcement and security community has been defined and the Influence of the activities and infrastructures that empower employees to be police is expressed.The results show that IT infrastructures have an effect on the empowerment of police staff like Increase in speed, improvement of accuracy, reduction of the physical size of the data sources, elimination of redundant administrative processes, reduction of costs and allowing remote collaboration and Reduction of Costs of Police Organization.

Abstract: 

A brief look at the history of management and the theories of different scientists in this science explains that learning has always played and crucial role in all management schools, a that's why different discussions over essential skills for staff and managers have been presented. In recent years, the importance of learning role in success of organizations has been increased by universal economy movements toward knowledgebased economy, an increase in the speed of technological changes and the level of customers and beneficiary's expectations. In recent years, the concept of organizational learning is one of the most important concepts which is mentioned in relation with in management Literature.Organizational learning has made the development of organizations through acquiring new knowledge and better perception of environment possible. But besides paying attention to the importance of organizational learning it should be considered that organizational learning is Possible through individual learning; in other words organizational learning is total effect of every one beside each other. Actually the ability of learning in an organization can not be more than ability of involved people and reaching organizations to new knowledge continuously is inevitable.

Abstract: 

Today organizational knowledge management and its processes are accepted as essential and prospective strategy for achieving competence privilege, persevering survival and improving individual and organizational performance and generally known as turning to a learner organization in dynamic and extremely changeable environments. Organizations in order to achieve its privileges try to put knowledge management in practice and in this matter they face challenges and requirements. The aim of this essay which is done by reviewing method is recognizing and explaining these requirements and challenges.In order to reach this aim considering available sources about this matter, at first after explaining knowledge, knowledge management and it' s processes, the importance of knowledge will be introduced as competitive privilege and in continue requirements which an organization needs to pay attention for utilizing knowledge management will be pointed out. In the end Challenges that an organization faces in actualizing knowledge management will be recognized and explained.The results of this research remarks that developing an effective definition of knowledge, considering tacit knowledge and utilizing IT, adapting with cultural complexes, paying attention to human resources, creating new organizational structures and getting along with additive competition are the most important challenges against modern organizations.

Abstract: 

Finance occupations have vaital role in this world. The current research has done in order to analyze effective factors in taking finance occupations responsibility in East Azarbayejan police command. The method of this research was practical and description- survey style. The Statistical group includes all personnel and finance managers East in Azarbayejan police command. One of the four hypotheses has been confirmed, that is effect on identification of occupation. But the three hypotheses that are salary, premium, and remuneration were confirmed. The result showed that personnel are not interested in taking finance occupations and if they have re-option of occupations, they will not choose finance occupations. The finance personnel have internal motivations, but they have low salary. And they are not support by their managers. There is no opportunity for promotion in finance occupations. Finance occupations are weak in external motivations factors.

Abstract: 

Human resource according to significance strategic in police different units, always in order to do lawful defined missions, should be attraction the meritorious person suitable for vacations and branches that are available for Naja lack of attention to agents and attraction and employing process in human resource system will be cause that police cannot achieve its favoured and desired manpower. The goal of this research is describing the relationship between recruiting process effectiveness in Naja organization and recruiting stages such as employment exams, interview, investigation, and medical examinations. This research is done from two aspects. Based on method, it is build up descriptive and it is functional based on type, and the outcome data are assessmented by Spss software, and the T exam is exploited. Statistical Population consists of 150 members such as senior officers and human resource headquarter experts and selection agents from there that achieved meaningful level in all questions related to these theories are less than %5 (five percent) and also the resulting rate of achieved T in all questions is more than 1.96, so in analysis of this research, we can say that %76 (76 percent) of respondants mean the above (process) effectiveness for providing Naja human resource and confirmed all proposed theories in this research.

Abstract: 

A structured approach to process improvement is described in the context of the human resources division of a UK police force. The approach combines a number of established techniques of process improvement such as the balanced scorecard and process mapping with a scoring system developed to prioritize processes for improvement. The methodology described presents one way of ensuring the correct processes are identified and redesigned at an operational level in such a way as to support the organization's strategic aims. In addition, a performance measurement system is utilized to attempt to ensure that the changes implemented do actually achieve the desired effect over time. The case demonstrates the need to choose and in some cases develop in-house tools and techniques dependent on the context of the process improvement effort.
