Abstract

 Organizations have been developed, for the purpose of reaching goals. And humanperformance has a direct impact on successes of organization goals. Manpower is one of the most important factors in advancing goals and promotion of organization and improvement and reform of it is undeniable. On the other hand health administrator system is one of the concepts that can show general situation of the organizations. And promotion of it one of the basic goals of these organizations and improvement manpower of organization.this research examines relationship between health administrative system and improvement in manpower performance in state and financial organizations of the west Azerbaijan. The kind of research is correlation survey. The research sample of this was all personnel employed in financial institutions and government of west Azerbaijan. That have selected among the financial offices in triangle method selection, that four offices (economic and Financial Affairs, tax office, Industry-mining -Tradeand Customs) that contains 1439 people was selected in proper place. The sample size was on basis of Corcoran formula that contains 305 people and the classification method was Random. Data collection was used from the method of Investigator Questionnaire that for independent variable with Reliability coefficient was 0.790 and for dependent variable has done with 0.846. Also SPSS software was used in accordance with level assessment in Descriptivelevel from Descriptive statistics and in level of Analysis of explanatory has used of Pearson correlationand regression correlation coefficient. The result of main hypnosis represented that there is a positive and meaningful relation between health bureaucracy and improve human performance of manpower of the offices. Also the results of other Hypothesis indicated that there is a positive and meaningful relationship between Indexes ofthe HEALTHBUREAUCRACY (The orientation, SUPERVISION, training, development ofe-government) and improvement of performance of manpower of organizations.
