The research purpose is to identify the characteristics of empowered schools and the degree of adaption of high schools with these characteristics in Tehran City. Research method was mixed (quantitative and qualitative). The research population included all Tehran high school teachers (1196 people) and students (95789 people). The sample was chosen according to Morgan Table, and included 377students, and 291 teachers, and it was selected by cluster and stratified random sampling methods of five zones (Include: North, south, center, East, and west). Regarding the qualitative aspect of the research, the researcher interviewed many experts, faculty members of educational sciences, teachers and students. Data were gathered through a researcher-made questionnaire included 84 questions and 13 indicators based on five scales and unstructured interview. Data gathered has been analyzed by descriptive and inferential statistics methods. The results showed that empowered schools have 12 indicators. In the principals’ and teachers’ viewpoints, Tehran high schools adapted above average with supported control, having educational space and equipment and having empowered teachers. But In the students’ viewpoint, high schools adapted above average with open climate, social support, supported control, live skills training, and having empowered teachers.
