Development of science and technology has changed organizations. To adapt to such changes, organizations need to have their personnel ready. The present paper tries to examine factors efficient in empowering Iran police headquarter officers. The research contained 5 hypotheses. Findings of the research proved four of the hypotheses (effect of leadership styles, motivation, training methods, and job satisfaction) and rejected one (effect of organizational structure on empowering Iran police headquarter officers). In general, the results indicated that face to face training methods exerts the greatest effect on empowering the personnel.

Authority is a power that gets its legitimacy from religion, law, tradition, norm, …. National authority results from economic, military, cultural, political, scientific and legal technology powers. What are the cultural or cultural power factors as the authority, factors, and what is the role of armed forces in this. To answer this question, we should explain the national authority and the relation of armed forces with it. For this purpose, data was gathered through library research and the most important factors of national and religious authority, national unity and national identity were determined. Obtaining the elites’ attitudes, the writer determined this factor as the most important one in national authority.

Research shows that knowledge could be more effective in production and mental and societal order than natural resources and finantial capitals. Rapid increase in knowledge paves the ground for the development of societies and leads to the better welfare. The paper aims at investigation the relationship between the level of education and observing traffic rules and regulations on the part of drivers. The results of the study are as follows:1- There is a positive relationship between the drivers level of education and observing traffic rules and regulations.2- There is a significant relationship between the drivers knowledge of traffic rules and regulations, respecting rules and regulations, roads traffic signs, fear of life and finantionl loss due to accident, fine and the drivers observing traffic rules and regulations.

Some geographical phenomena like fog can exert great effect on roads traffic conditions. Many road networks in Iran extends through foggy areas. 1.5 to 2.5 percent of deaths of automobile accidents can be attributed to the conditions fog produces for the drivers.This phenomenon appears in different forms each of which affect traffic differently. Regarding fog and the dangers it can produce for the drivers, 237 hot spots can be identified in Iran. Fog can lead to road accidents in four ways of 1- decreasing eye sight, 2- decreasing audibility, 3- slipperiness, and 4- Stress and the drivers recued concentration. There are different protective approaches for dealing with fog. The present paper tries to ellabarate on the role of fog in Iran’s transportation network.

Higher education planning involves such elements as knowledge of the country’s development policies, knowing the structure of curriculum planning, collection data for creating database and understanding educational system. Database is a general term to be used for explaining a set of saved data in the university. The aim of creating the database is to provide the necessary information for higher education planning. The need for creating the database is felt in all organizations and universities. The present paper aims at stating the necessity of forming a database in Iran poloce University.

Iran police objectives can only be obtained after selecting appropriate staffs and efficient training given to them. Although concording staffs personality and physical features with the responsibilies and missions appointed to them would not be possible, recruiting more able staffs is possible through scientific and psychological means. The present paper which is a comparative study deals with selecting and training police personnel. The researcher believes that appropriate selection of staffs is the first priority, but the changes and the development of society should be taken into consideration in the training process.

National security has long been attended to by experts of political and social sciences such as Wofers (1962), Trager and Simonie (1973), Buzan (2000), Mutimer (1380), and Shohamy (2006). Despite the vastness of language, little has been done to illustrate its role in national security. By presenting some examples, this paper attempts to clarify the effects that language exerts on national security.The paper is a review of experts views and related concepts. The results showed that alanguage plays two types of roles in national security: 1- National integrator and 2- Crisis maker.
