A Human Resource Development Model with Organizational Social Capital Promotion Approach

Abstract

 Background and Aim: The promotion of social capital in government organizations and consequently the improvement of social capital at the community level is possible through the human resources management system of these organizations. Method: In terms of purpose, the research is descriptive-survey based on a combination of qualitative and quantitative research method. Dimensions and components of human resource development subsystem capable of influencing social capital were analyzed using theme analysis and expert interviewing and model refinement during two rounds of Delphi with another group of experts, including 5 main themes and 30 sub themes. At the survey stage, the variables were adjusted in a questionnaire and distributed to the managers and experts of the Ministry of Education. Shannon Entropy method was used to rank the variables and binomial test was used to evaluate their suitability. Findings: The findings of the qualitative research indicate that human resource development with the social capital promotion approach has 5 dimensions and 30 components. In the navigation section, the t-statistic for all relationships between variables is greater than the critical value of 1. 96 and for all factor loadings in the standard state greater than 0. 5, so none of the relationships was rejected. Conclusion: In the studied organization, human resources development and social capital are in poor condition. Among the dimensions of human resource development, performance management has the highest impact on Organizational Social Capital and human resource development through the communication dimension of social capital has the highest impact.
