Abstract: 

Field and implementation Purpose: In the countries’ municipalities, as street-level bureaucracy, the employees for close relationship with citizens confront several problems in implementing the notified public policies and also each citizen’ s individual problem affects the employees. This research attempts to identify and prioritize the components of employees’ participation in implementing. Methodology: In this research, Delphi technique has been used in identifying the components of employee’ s participation in implementing public policy. Accordingly, by applying the opinions of eighteen experienced experts in public policy-making and linking the extracted components from theoretical foundations of research and, a close-answer and open-answer questionnaire was given to experts in two stages inquiring their opinions about the relationship of components with employee’ s participation in implementing public-policy and also identifying the importance of each component, their responses were analyzed. Results: in this research nine basic components were confirmed by experts. Each component includes several indicators, finally fifty-eight indicators were identified and confirmed. Also, the qualitative model of research is proposed by applying the experts’ opinion about the components and indicators’ degree of importance. Result: the identified component could be used in a more precise programming for the participation of employees in implementing.

Abstract: 

Background: The main aim of this research is to identify working conditions and working practices policy (work practices, especially self-management behavior) affecting the productivity of knowledge workers in Birjand University. The results of this research identify ways to improve the productivity of knowledge workers and determine the appropriate working conditions affecting their productivity in the organization. Moreover, this research provides useful recommendations for managers, policymakers, community, universities and educational institutions in the area of human resource management and In particular, knowledge workers. that similar this research have not done in Iranian organizations until now. Objective: The purpose of the present study is applied and in terms of the method used is a feild survey. In this research, data was collected through questionnaires tools such To measure the working conditions and its components, by the theoretical model of Palvalin et al. (2017) and Model 3 S Moladkova (2015), in five dimensions (physical working conditions, workplace social conditions, self-management, self-control, self-organizing) and for The indipendent variable (productivity) is used the Achieve model by Hersey and Gold Smith, which has been designed in seven dimensions, such as (ability, clarity, help, incentive, validity, evaluation, environment). The statistical population of this study consists of all faculty members of Birjand University in the academic year of 2017. The sample consisted of 140 faculty members of the University of Birjand based on Morgan's table and structural equations formula for sample size. For data analysis, is used descriptive statistics including mean indexes, standard deviations and frequency tables, and confirmatory factor analysis also to examining the assumption used the Smart PLS and SPSS (21) software. Findings: According to confirmation of research hypotheses at 95% confidence level, physical, social working conditions of the workplace, self-management, self-control, self-organization have a significant effect On the productivity of faculty members, Considering the significant level obtained for the variables of working conditions and working practices, these variables are significant in the model Conclusion: according to the positive coefficients obtained for each of the two variables, It can be concluded that these two variables have a direct and significant effect on the productivity of faculty members Of course, by comparing the standard coefficient of two variables, concluded that the working conditions variable has more effect on the productivity of the faculty members than working conditions variable

Abstract: 

Background: The administrative system in governmental organizations in Iran, considering the wide and effective role they play in affairs, is considered as one of the important infrastructures of development, which ignores that is looking for the irreparable damage to the way of realization of programs, people's satisfaction and. . . Purpose: The purpose of this study was to provide a model for reformation and improvement of the administrative system in the National Gas Company. This model using the mixed method (qualitative and quantitative. ) Methods: In the qualitative section, the Grand Theory was used. In this section, the data model of the research foundation was conducted by interviewing 15 staff experts in the National Gas Company with Delphi method, axial and selective coding. In the quantitative section, using the modeling of structural equations in the male environment, Lisrel and Amos consider the proposed model and the assumptions presented in the qualitative stage. The statistical population of the research in the small part consists of all administrators in 31 provincial gas companies with the central headquarters. In this section, Morgan table was used to determine the sample. Results: The results show that the causal factors (structural and organizational domain, productivity area, human capital, and management area, legal and political system) affect the policy of reforming and improving the administrative system. Also, the underlying factors (social and cultural flows, economic and technological flows, and organizational and administrative flows) and interventional factors (lack of optimal allocation of budget and organizational and administrative flows) affect the strategic factors. Ultimately, the strategic factors (adaptation strategies of capabilities, capabilities and capabilities of the administrative system with the role and duties of an ideal and desirable organization and culturalization for the creation of change in the administrative system) affect the systematic and comprehensive administrative system.

Abstract: 

Backgrounds and Objectives: Organizations that have the organizational health (OH), human resources are committed and conscientiousness and staff have a high morale and performance. Thus the current study implemented to investigate the relationship between (OH) and organizational commitment (OC) among the employees of Islamic Azad University, Tehran Medical Branch. Methods: This research implemented in the gauging method among the 130 cases (as the samples) from 230 Non-faculty staff of Islamic Azad University, Tehran Medical Branch. For data gathering, Meyer & Allen's Organizational Commitment Standardized Questionnaire and OHI Organizational Health Questionnaire (Miles) are used. The collected data were analyzed by using Pearson correlation, multiple regression and Canonical correlation analysis. Findings: Findings show that there is a significant relationship between (OC) and all levels and components of health. Structuring dimension with correlation coefficient of 0. 484 among other aspects of (OH) is highly correlated with (OC). Canonical correlation analysis results also show that there is an interpretable and confirmable focal set in which considerateness and affective commitments are most relevant to this point. Conclusion: the results of this study confirm the relationship between (OC & OH) and also significant impact of (oh) on (OC) among the employees of Islamic Azad University, and indicates that in the staff viewpoint on (OH), organizational consideration and behavior are more influential than any other subject. On the other side, they believe that the type of emotional relationship with their organization is the most important factor of organizational commitment.

Abstract: 

Background: The research aimed to investigate reducing the government's role in the management and ownership of insurance companies and shows the impact of it on the profitability and financial growth of this companies in Iran. Goal: The aim is to evaluate the relationship between development of privatization and profitability of insurance companies. Research Methodology: Statistical population of this research includes insurance companies established in the years between 2009 and 2014. Ratios of insurance penetration rate, returns of invested capital and capital structure (debt ratio and proprietary ratio) have been used to measure the independent variables. Returns of stockholders' equity and returns of assets have been used to measure profitability as the dependent variable. The hypotheses were tested by using Eviews software. Research findings: To test the hypothesize represnted the model that based on it we measured the existence and type of the relationship between development of privatization and profitability variables. The results of research shows that the relationship existence between privatization and its variables with profitability variables. Conclusion: Decrease the government's role in the management and ownership, implementation of privatization, diversification insurance tools and increased insurance culture in order to expand the activity and profitability of insurance companies.

Abstract: 

Background: Organizational health refers to a situation in which the organization, in addition to being stable in its environment, can, in the long run, be able to adapt enough to its environment and continuously develop and expand its ability to survive. Purpose: The purpose of the study was to Examine organizational health at centers and subordinate units Hamedan Payame Noor University. Method This cross-sectional study was done in 1393. The population of study consisted experts and managers on deputy of development and resource management affairs at centers and subordinate units Hamedan Payame Noor University. Sample size is 180 staff. Data collection tool is a standard questionnaire to assess the validity of Organizational Health with the help of professors and experts were approved and reliability was determined. Cronbach's alpha coefficient is 91%. For analyzing the data used the normal test, Kolmogorov-Smirnov, One Sample T-Test, Friedman and descriptive statistical tests. Findings: The status of communication components, loyalty and commitment, morale, credit worthiness, ethics, performance identification, optimal goal and goal determination, and the status of partnership components, employee development, and optimal resource utilization are not desirable in the university. Results. The results show that there is no significant difference between organizational health of university centers and universities, but the status of 8 variables is desirable organizational health and 3 undesirable variables, which requires planning and attention of administrators of Hamedan University of Payam Noorastan.

Abstract: 

Background: The organization's ability to create value is dependent on the process of innovation, intellectual resources, and the creativity of human resources (intellectual property). The success of any organization requires more capital than it is dependent on the value of natural resources. In fact, today knowledge has become an asset and advantage that organizations can achieve in their interest in gaining access to others in terms of globalization of the economy. Purpose: The purpose of this applied research is to investigate the effect of knowledge-based human resource management on innovation performance with the mediating role of intellectual capital dimensions. Method: The research method was descriptive survey and correlation. The statistical population consisted of all employees of the national company for distribution of petroleum products in Golestan province, numbering 274 people. The sample size was determined by 180 Morgan table. For measuring and testing variables, the questionnaire was administered by Governor Kianto et al. They were distributed by stratified random sampling method. The content of the questionnaires was validated through the Cronbach Alpha coefficient, which was reported to be higher than 0. 7 for all three variables, followed by the data by structural equation modeling (SEM) was analyzed usingSmart-PLS software. Finding and Results: From data analysis, it can be concluded that knowledge-based human resource management has a significant effect on the dimensions of intellectual capital, as well as human capital has a significant effect on communication and communication capital on innovation performance, between knowledge-based human resource management and performance Innovation has a significant relationship and human capital has a significant effect on innovation performance with the mediating role of communication capital. Knowledge-based human resource management has a significant impact on capital as a mediator of human capital
