Viewing the diversified number of students in the present distance education system, the need to facilitate access to education for those in need, and the accomplishment of education justice in all areas of the country, we find out the necessity of developing distance education especially in undeveloped provinces. This study aims to reflect the extent the objectives of distance education in the province have been achieved –the perceptions of professionals and managers, and to provide guidelines for the development of education. The study is a descriptive survey study of 96 participants, experts and managers of distance education in the province. The sampling method was census. A questionnaire has been used to collect data. The validity and reliability of the questionnaire have been verified using Cranach’s alpha method and the views of distance education experts and university professors respectively. The research questions are as follows:1. From the Viewpoint of Administrators, distance learning centers in Sistan and Baluchestan, how are the goals achieved?2. From the perspective of distance education experts and administrators, what are the appropriate strategies for the development of distance education in the province of Sistan and Baluchestan?The findings indicated that the objectives of distance education in S-B province have been achieved satisfactorily and the guidelines provided for the development of distance education are significant. The study findings also show that the distance education system of the province, in spite of many problems and obstacles, has acted well to achieve its objectives and can be more successful in the development of education in the province using the given guidelines including technological substructures, diverse ways of teaching, increasing research, and the development of e- learning.
