The aim I follow in the current study is the needs assessment of university instructors at the 11th region of Islamic Azad University. This is carried out through identifying the scopes and priorities of their needs using descriptive-analytical method and consensus-oriented needs assessment (Delphi Technique). However, the population for this study included all full-time faculty members (treaty, formal and informal testing firm) Islamic Azad University area is 11.Using randomly selected 215 faculty members. The questionnaire containing 100 statements with a scale of 10 degrees was used for data collection. In order to analyze the data from the Friedman test was used to prioritize needs. Based on research needs and priorities in each of six categories in terms of faculty and Head of Department and Directors were appointed to the fifth priority. All their needs are determined in six scopes: Educational, Research, Personal-ethical, facility-oriented, instrumental, and social. Each scope was dealt with separately and the findings show that some differences exist between the priorities of faculty and Head of Department and Directors and also there is a meaningful difference between the occupational record and priorities of the faculty members. The views of faculty members and department heads regarding training needs and there is no significant difference, however, between the views of faculty members and heads of department director of the ethical issues of research and personal, economic welfare, and social Incentive significant.
