Administration is known as a process using physical and human resources efficiently on the basis of an accepted value system that is accomplished by planning, organizing, integrating of resources, leading, and controlling operations to access the considered aims. Thus the leadership and administrstion in any society depends upon the structure of its culture, civilization and value system. The way of administration views to human being in organization, rationality, justice, development, efficiency, effectiveness, power, freedom, strategic thinking, science and ethics, knowledge and learning, social accountability and realization of public problems in society, pattern of motivation, decision making and the values governing it, etc. expresses the normative view governing organization and administration.Norm is a behavior that is accepted and carried out by the majority of people. Norms focus on tight and wrong behaviors’ so the variables of the norm and prescriptive theory are value in nature. Since organizations as subsystems play roles in a greater system called social system and have interaction with it, this paper intends to study the function of organization and administration from norm theory point of view.
