Staffs of the modern organizations should be empowered. For empowering the staffs, it is necessary to apply potentiality keys of human powers effectively. Studying these keys and determining their roles and effects are regarded as human- management events in the organizations. Frame, texture and results of this article about are based on a surveydescriptive method. The basic purpose of this research is to study the theoretical principles, conceptual models of empowerment, components of these models and finally effects of every component on staff empowerment of an university center. The case study of this research is Islamic Azad university branches of Mazandaran Province by relying on three basic components of synthetic model of E.L. Daft Blanchard including participation (group work), information distribution and division among staffs and then delegating authority to staff. This research uses viewpoints measurement of the statistical samples of staffs and experts in the university branches graded as “very big” such as Tonekabon, Chaloos, Babol, Amol, Ghaemshahr and Sari. It uses a questionnaire and AHP technique too. According to the result of this research, participation (first grade), both delegation of authority and information distribution (second grade) empower the staffs. In fact, parallel to theoretical principles studies, and conceptual models, backgrounds and, every of the three mentioned factors, according to their priority, affect the empowerment of Islamic Azad University staffs.
